first back in those days people didn't have smart phones and kept address/phone book of contacts. so depending on what they are calling a list could just mean he had contact with them not that they participated.
another rumor is Republicans would lose to many congress seats giving democrats an advantae. So he wants to hold off til he passes a few more things. or list is being used as blackmail.
