Build a kids' camp in a flash-flood-prone area?

Leave the kids there when the weather in that flash-flood prone area is calling for a possibility of 5-7 inches of rain?

Local officials thought a warning-siren system was too costly?

Local officials had a text notification system, but it required several levels of sign-off so it took several hours, and even then didn't work properly?

Lots of blame to go around, still haven't seen anything to point to Trump, Biden, Obama, etc.
