They did not seem to have a good local management plan

I do not know if they had a good communication plan with local authorities as well, and the nuances of different warnings. Or if there was a history of warnings that resulted in little "action" and they become complacent.
I have never lived in a near flood zone to know those details, although I do live near some rivers, and they send out flood stage forecasts, to which those in the area should know what that means.
Unfortunately, it took a tragedy like this to wake up a bunch of people, and as expected, the political crap will come forth.
Hopefully a better plan will be instituted, and other similar areas can learn from it as well.
