there was encouragement of millions to come to USA, and the USA helped them get in as well causing a lot of problems.

The policy differences between the Obama and Biden administrations were stark, and the results showed. But there was some intentionality to it.

It is also backdropped by absolutely horrible policy both on the ability to get jobs, as well as giving away of welfare. It is sad that these people come from horrible conditions, are treated as pawns, and end up in horrible conditions in USA. And there are multiple layers of government and NGOs participating in this.
