It was determined that the domestic copper manufacturing base was threatened by cheap foreign imports. The solution? Raise the price of foreign imports to allow the domestic base to continue to operate.

The foreign competitors do not worry themselves with anything resempbling the environmental or labor laws that Congress has foisted on American manufacturers.
