They chose not to use a cost effective backup model to the cell phone alert system already in place. From the article:
"Although some nearby jurisdictions, such as Cornal County, built siren systems to alert residents to floods, Moser noted that many people in Kerr County opposed sirens."
BTW, Kerr County sent the flash flood warning out to cell phones at 1:14 a.m.... How did the camp leadership not take action at that point?
