Climate change, lack of urgency to address the issue, unpreventable events, lack of preparation, inadequate communication. The reasons you just outlined.
I would add obviously the lack of funding and job cuts, the incompetence of decision makers, and deprioritizing of citizen well fair. And the escalating impact of such climate results and our inability to address or prioritize them, but your list was good as well
