We do not know if that is true or not. Medicaid is so difficult to get. I have observed the steps to get it first hand. In Missouri, Texas, and Florida. You have to produce so much financial and medical records. Usually birth certificate. Most of the and unemployed and uninsured went to the free clinic or the county health clinics. Illegals can go there as well. I volunteered at one In Tampa last year. Free clinics do not ask for anything and cannot take Medicaid.
