you disagree with their direction the honest and honorable thing to do is move on. You are not bigger than the company, or in this case the agency.
This just highlights the real problem in DC. People in these federal agencies feel that those agencies, and by extension themselves, are the decision makers for the country. Not the elected officials who created those agencies and are theoretically overseeing them.
