Mandatory spending is for programs that don’t require annual appropriations, like Social Security, Medicare, and a few other things.

Defense isn’t mandatory.

Border security isn’t mandatory.

Spending for energy production isn’t mandatory.

Tax cuts aren’t mandatory.

Raising the debt limit isn’t mandatory.

Increasing the child tax credit isn’t mandatory.

Selling public lands isn’t mandatory.
