1. tariffs can be passed on to the consumer
2. tariffs can be absorbed by exporter with price cuts
3. tariffs can be absorbed by the importer with price cuts

if the consumer buys a higher priced good(s) (#1 case above) it's because he/she sees incremental value above the total cost.
