1986 (IRCA) was a significant piece of US immigration legislation that aimed to control and deter illegal immigration? But it made it worse?

It included provisions for amnesty for certain long-term unauthorized immigrants, sanctions for employers who knowingly hired undocumented workers, and increased border enforcement?

Unlike when immigrants here from Europe and stay permanently, Mexican migrants would come across, get a good paycheck, and go back home to Mexico to live cheap, but recently they've been more likely to stay as long as they can and make as much money as they can to send home?
