Why shouldn't they be criminal acts?

1) Identity theft using a SSN is already criminal unless you are an Illegal seeking to defraud an employer.
18 USC § 1546 doesn't include the SSN, but should (it only covers immigration documents)
2) Hiring and Illegal is already a criminal act (Title 8 U.S.C. § 1324a(a)(1)(A)... my suggestion adds a layer of protection to the employer who is defrauded by an Illegal.
3) Sanctuary policies must be criminalized to protect federal and state taxpayers
