just fine, so he did not have the authority to activate the National Guard. His forces were causing most of the problems, because that's Trump's plan...start a bunch fires so he can take credit for putting them out. He also hasn't invoked the Insurrection Act

The Posse Comitatus Act, generally forbids the U.S. military, including the National Guard, from taking part in civilian law enforcement.

The protests in California do not rise to the level of “rebellion” and do not prevent the federal government from executing the laws of the United States.
