Defense spending is 'discretionary spending' and cannot be handled through reconciliation process. Reconciliation is only for changes in mandatory spending, revenues, or the debt limit, not for enacting or rescinding discretionary funding.

A Rescision bill is needed to change discretionary spending (like Defense)...
