This has never once for a second been about waste, fraud and abuse. Not for a second. And IF it was then they would investigate and inquire. They did not. The cuts come from pay as you go - with all the big tax breaks - come the cuts. Congressman from NY presented the CBO report that to meet the Pay as you go requirement, $535 Billion will be cut from Medicare. You are stupid and bought in to the "waste, fraud and abuse" that you cannot see how this works.
