Admin has other options and they can always ignore the SC based on the letter of the AEA law. Congress specifically left implementation of the law up to the President's judgement and there are no conditions and no avenues for judicial review. Trump would be within his legal authority to make a public pronouncement that the court's opinion was invalid and ignore them. One of the Justices, Sotomayor, I think asked the Sol. Gen. if the Trump Admin would ignore the ruling if it went against it and he declined to answer her. Justice Jackson seemed shocked at his answer.
