The policy has been of animals have a reportable disease (foreign animal disease, or something that affects trade), the flock is eliminated. There have been some variations on neighboring flocks for testing , transportation restrictions, and similar. But euthanasia of barns has been a longstanding USDA policy, and continues now. This even more so as there are potentials for crossover to humans. ( it has already crossed to Dairy, but no signs of disease there
