So why do we have Presidents going through the EO route.

Work with legislators on it.

Also, these departments do not require an EO to work on projects to bring to Congress to fix, or even propose changes

I'll agree with you ( I assume this is where you were heading) that the amount of government intervention is just screwing with the market.
