be a part of any curriculum, given the fact kids go from K-12 and a substantial, and seemingly growing, number of kids are simply not ready for the real world after 13 years and can't even do what were once considered basic things to know, like simple algebra or correct English usage?

I see no reason it should be at all if we are to continue the growing failure of government education systems. At least focus on things like the 3 R's.
