where millions of illegal immigrants flood across one's border, no?

Do you believe that the typical judicial systems could be overwhelmed in such a situation, especially for things like appealing a ruling for those who admittedly entered the country illegally, but are claiming extenuating circumstances, like alleged danger from gangs or whatever in their home countries?
