They want to make it OK to destroy the habitat of endangered species, so long as you don't directly harm
the endangered species. That bit of juvenile illogic is more than enough to convince trumplicans its OK to break the law. Even the Supreme Corrupt will struggle to justify that corrupt criminality, though I expect they very possibly will.
IE it will be OK to drain all the water from Devil's Hole, just so long as you don't "harm" any of the fish.
