How did we have 50 years or reducing tariffs without this massive "leverage". How did Obama negotiate TPP (which is very similar to what is happening now without this massive "leverage"?

There are many ways to negotiate, and it does not require throwing bombs to do it.

We will see when the dust settles where things end up.
