If Navarro is correct that it isn't just tariffs that are causing a trade imbalance with Vietnam, but things such as currency manipulation, funneling goods from China through Vietnam to avoid the tariffs on Chinese goods, intellectual property theft, and their Value Added Tax it would seem to me that those are valid items to bring to the table in negotiations of the tariffs.

Do you disagree with that?
