Which, to my knowledge, includes the three Missouri plans. Not positive about the STL schools fund but KC and MO are fully funded. I do not believe any school districts are allowed to defer payments.

School pensions have an added layer because a large number of starting teachers never work long enough to get vested and they leave before being able to draw anything from their plans. That helps fund those of us that do make it to retirement.
