I don't understand this star rating system

Aiden Shaw was a 4 star, yet he couldn't shoot the ball.

Boatang was a 4 star, and the biggest addition of the freshman class but saw very little playing time so it isn't even possible to know if he could shoot the ball.

I would think guys like this should not have rated higher than a 3 star.

Can anybody explain criteria to become a 4 star recruit or higher? Does anybody rate the raters?
