We have not done nothing about it.

Numerous trade deals (both unilateral and bilateral have been signed in the last 30 years, all reducing tariffs.

Before Trump, the average tariff from US to China was 6% and the average tariff from China to US was 2%. Now it is over 30% both ways.

TPP was designed to reduce tariffs across 15 or so countries.

Trump came in 2017 with a blaze of fire believing that not having a trade deficit was the goal. Biden stupidly followed the same general track of higher tariffs.

Beyond TPP, there were other negotiations in process at various points.
