would be the exact opposite of printing money

getting Congress to pass the provisions *allowing* but not mandating the spending opens flexibility and improves the negotiating position, especially after Yellen et al. cleared out the Treasury and threw the "gold bars" off the "Titanic" ((liberal words, not mine).

It does not necessarily "print money".
