I think Duke, Auburn, and Florida are 1A, 1B, and 1C

Houston is very good but I'd put them at their own level a slot below those teams.

Houston is the best defensively of those teams. But all of those teams have another gear/level offensively that Houston can't match. Houston has struggled when opponents score 70, and these teams are going to get their points even against great defense.
