higher tariffs will be needed.

If the goal is to simply make trade more fair, then it would be a bargaining move.

I do not see a path towards an equal trade balance without USA having generally higher tariffs than anyone else. We flat out produce most goods more expensive than anyone else, with agriculture being one of the exceptions (in general).
