as a way to keep blacks and mentally ill people on the sidelines of society in the early 20th century.
In 1963, JFK helped Congress get a mental health act through that provided federal funding for training of mental health professionals. Lyndon Johnson leading the way for the creation of Medicaid allowed states to get financial payouts from the federal government, and in 1980, the Democrat Party Platform wanted to expand funding in state and local governments.
In 1981, Reagan emptied the mental health institutions.
So we had a few decades of Democrat led federal funding in universities of mental health professional development programs, Democrat led federal funding of patient treatment (via Medicare) and now a lot of mentally ill people not being institutionalized. I’d wager that many of those mentally ill people thought they weren’t being helped by Republicans, and the academics probably saw it the same way. It doesn’t take much thought for a Democrats to see how they could expand their base, aided by academia funded by Democrats.
It seems like a situation inadvertently created by Democrats, who capitalized on Reagan’s action.
