He can't account for that amount of spending he has cut.
He just says so.
He has found almost no waste , fraud nor abuse. Instead
its all spending that republicans don't agree with- like
cancer research for instance.
On top of all that, overall spending, deficit and debt will continue to rise and rise.
I would bet you can find double 130 B worth of actual
waste fraud and abuse just in military related expenditures, yet that is not and will not, be addressed.
