I'd start with normal attrition

Let people leave on their own terms and limit hiring.
Second, there has got to be less us-v.-them mentality. I'd do everything possible to discuss amongst both parties how we could reduce actual spending, not the 'future spending cuts' that are marketed under each budget by both parties. I'd also recognize that the initial, actual cuts have to be small; like in the 3% range annually.
Third, there has to be a significant re-think of how social security is funded and provided. I cannot in any way see how it could be totally eliminated in just a few short years without signficant chaos and social disruption. So, how can we reduce benefits (even in a small range) and increase revenue -- and my thought is making it easier for illegal immigrants to work, but they get all the joys of paying taxes, such as SS.
I'm just spitballing ideas that I've had or read over the years. this isn't exhaustive.
