NIL and Transfers, what would happen if?

Thinking out loud, what would happen if schools/players were required to register their NIL money with a clearinghouse of sorts? Not placing any restrictions on it, just having to register it.

And then if a player wants to transfer, the school he transfers to must pay NIL (or some percentage of it, possibly based on % of games played previous season) to the school he transferred out of?

It occurs to me that this might prevent transfers from going from P5 school to P5 school (think Tamar Bates or Caleb Grill or Josh Gray) but may not prevent something like a Jacob Crews transferring in.

In that case, maybe the school that the player transfers to pays a percentage based on *the greater* of the 2 NIL's to the previous school.

*If unlimited transferring is something that is determined is detrimental to the college game.
