If the context is "essentially setting democrats hair on fire so that they don't know if they are coming or going and can't see straight" then there might be an argument for he is doing more. Certainly a case can be made he is making Democrats crazier more often than his first term.
Proof: When Democrats have no policy alternatives to be offered other than R-E-S-I-S-T everything Trump, Democrats polling at 27% approval reflects this.
