It has issues. While the astronauts were on ISS there was a leak in the Starliner. That resolved, but then there were thruster issues. So NASA planned what to do. The decision made in August was that the Starliner would return without the crew and the astronauts would return with the crew rotation.

That all happened under Biden. The plan was for February, but SpaceX ran into delays pushing the mission to March.

The were not stranded. If there was an emergency on the ISS, they could have returned because there is always a return capsule docked.
