Does not know exactly what he is doing is more like it. He is trying to somehow get through each day in real time, grifting as much for his personal benefit as immediately possible and to accumulate as much short term acceptance and praise as he can accumulate. There is absolutely nothing strategic or long term thought out about anything he has ever been involved in. And his long track record of comical incompetence and failures and astounding ineptitude are certainly demonstrating of that. His mind does not have the capacity to think strategically, and now that he is almost 80 he isn’t going to suddenly pivot to doing so
