Neither Biden, nor any of his spokesmen or spokeswomen refuted the facts given by Elon, that I am aware of.
The other assertion which is really irrelevant as far as evidence goes to either back up Elon or to refute his version of events. Your reliance upon his earlier quote as though it is somehow relevant is telling. They were stranded on the space station and knew nothing about details on planning how to get them off. The irony is that he was probably being political in trying to keep from offending anyone. When asked if he thought they were stranded that long because of political reasons, he gave them the benefit of the doubt and answered, no, he didn't think that was what caused the long delay. But when given Musk's quote, he said that he trusted Musk's version of events.
Although Wilmore said he trusts Musk, he added that he and Williams knew nothing about the behind-closed-doors discussion regarding their rescue.

If we have one eyewitness to the relevant facts, and another person who admits that he doesn't really know what happened... who would one logically give the benefit of the doubt to?
Unless someone else with knowledge of the relevant facts challenges Musk's version of how things went down, than it seems imprudent at best to challenge his version.
