not tariffs. If free and fair trade arrangements cannot be accomplished with good faith negotiations then tariffs become a hardball tactic. For this to work, the party employing tariffs must be serious about them, to the point they will remain in place until free and fair trade agreements are concluded. Put another way, tariffs are not effective as bluffs.
