Of course it makes more sense. They knew how hard it was to govern under the Soviet Union. Russia doesn't need more land they really do not need anymore rare minerals. They just feared Western encroachment and that is what they reacted to it. The West kept up with it and the war is going on. Now just multiply this with other world players
