Not so much related to the krauts in particular, although I do believe that their testosterone level probably decreased more than most, but rather that war over the millennia is an emasculating adventure.
Wars are fought by Warriors and Warriors tend to kill and die, in greater numbers than bureaucrats, administrators, and Royalty.
In the main, that may be a good thing. More civilization, more empathy and less conquest and killing.
The problem has become in my opinion, that while the warrior mentality may have been properly diminished, the role of men generally has likewise declined. We are warned today of toxic masculinity, the patriarchal society, the abuses to women, violent and otherwise, and how manly traits generally are described with pejoratives. Manliness in general is now seen as bad. Notice how often "male" is attached to white and straight as what is wrong with the world. Straight white males are seen as a negative, a drain on society and a roadblock to the progression of civilization. Since women can now do anything men can do, the role of "man of the house" is no longer really needed.
There are only two sexes. They are different. Men are the hunters, gatherers, protectors, and fighters. Women are they nurturers, caregivers and sympathetic characters.
It has always been thus, and it should remain so.
At the CPAC conference last week I believe it was JD Vance, who warned young men not to become an androgynous being devoid of male emotions and characteristics to become something that they were not intended to be.
Masculinity is good, among males. Femininity is good among females.
When those traits cross the gender barriers things get ugly.
