How do you define losing to Ukraine?

Also why did the US and Nato keep expanding to the east despite repeated assurances to Russia (and early on to the USSR) that we wouldn't?
Is it possible that Putin is a scoundrel and certain leaders inside the United States are no better?
Would you (if leading the USA) accept a Russian or Chinese partnership with Mexico that allowed for military assets in Northern Mexico?-I'm guessing not especially if you were duped several times prior.
