there is no accountability, and when you can steal your revenue, it is even less.

I remember when I worked at Cargill, they had 60 business units and each business unit was essentially working on their own system. They had a warehouse, where different business units paid different rates for that warehouse.

They created this new division with the aim of getting everyone on that system. After 5 years and spending about 4 billion dollars, they gave up trying to do that.

And this was a $100 billion dollar revenue company (compared to 7 trillion in the US government). It is a HUGE undertaking. The only real fix is to truly drain the swamp, not to try to fix it.
