I do not know which to believe. They are both telling different stories.
I do think Trump wants to meddle, as all Presidents love to meddle in Middle East policy. I do not think his public statements are his end goal, but some sort of bargaining position for something. He may or may not have an end goal in mind himself, or he is totally distracting for some other agenda elsewhere.
