the problem was that no one cared, and they felt that they could get away with it.
USAID is likely the worst example, but my bet is every single govt agency is riddled with employees being full time activists instead of their actual job, "ghost" employees getting paid but never show up or work, and money being sent to a dem controlled charity or NGO.
