They arent that different from war in some ways. You are willing to suffer through some pain to inflict more pain on the other side. In retaliation, the other side does the same thing to you (again, much like regular war). They are often used when one country feels the businesses on the other side are being subsidized, and tariffs are added to try to level the playing field. Trade works best with no tariffs or subsidies, but it is often hard ot get there. Consumers win the most when there are no tariffs, because they are the ones maying them.
