Yeah, its simple economics. Whoever is the richest will likely win the most. Look at MLB and the Dodgers and Yankees now. The only way to halfway reign it in is to call the players employees and let them collectively bargain to allow a salary cap. But, good luck getting them to agree to a salary cap from the school and all endorsements. Even if a school has say a $50M cap that is collectively bargained, not sure how you limit their endorsements, which is what NIL was meant to be. No pro sports leagues try to do that.
