Its highly unusual that a military training flight plan included a low altitude crossing of the final approach leg of aircraft coming in for a landing at a busy major city airport. I don't believe the Army chopper was in compliance with his flight plan. I suspect we'll learn a lot about the pilot that will offer a glimpse of his motivation.
