I am not sure where the various rules apply to when a law is passed on spending, and where an admin can stop it. I do fear a bit of a too big of a power grab by the executive in the last week. That generally leads to bad things, IMO. Short term gains, but the structure gets messed up.

The structure of DC is what needs to be changed. I do not think Trump has the patience or the will to go there, much like he did with healthcare in term 1.
