Congress can not impeach a sitting President just because they don't like how he exercises his constitutionally protected powers. Otherwise, the Executive Office is not an individual branch of government, but just an arm of Congress, removing checks and balances on themselves.
And of course, most of that opinion and decision was spent detailing the almost infinite power the President - and only the president - singly holds.
He is completely and totally unique from Congress or the Judicial, in that, one individual makes up an entire branch of government.
They can scream Impeachment all they want, but the Supreme Court basically removed that threat from them.
